Is ACS 7 compatible with TTY/TDD? Could not find any documentation on it.

All the TTY/TDD devices I have seen are analogue, so they would use standard analogue connections just like a 2500 set for placing and receiving calls. The Voice Mail or AutoAttendant would not be compatible features for those type of devices.
