Partner ACS R6 with ASA/DXD card. 3rd concurrent call continues to ring

Customer has the above system with 3 CO Lines. When 2 calls are active in the ASA and a 3rd call comes in, the ASA does not answer it. Everything I see tells me that it is supposed to be able to handle 3 calls. Any suggestions?

Thanks to technology, we can instantly communicate across the world, but it still doesn't help us know what to say.
