Partner ACS R6 with a IVR

I am having sporadic transfer issues after calls are transferred out of the IVR. The calls are transferred to call group 71. 4 lines into the IVR 1 line ringing per Extension port. 2 port in 2 different 308 modules.
Calls may be dropped.
Calls may sound like they are transfer to a wet line, then dropped.
calls may be put on hold but no ring to the group.
Seems to be more prevalent in the afternoon.
The calls can be transferred, but before the group starts to ring the IVR gives it's message back. The IVR Tech says that the phone system did a ring back.
Any ideas on how to isolate the module or Processor that could be causing the issue would be helpful.
