Partner ACS R5 using RAC card picking up but not connecting

I've got a Partner ACS R5 that I'm having trouble getting connected to. Whether I direct from in-house (dial 76), or dial outside and transfer in (transfer to 76), I get the same thing: the line rings, the modem answers, my modem and the RAC handshake, a connection appears to be established, and then I get "The application did not receive modem tone answer from the far-end. Unable to establish the dialup session." I set a remote access password (#730), I've already replaced the RAC card to no avail, and I know my modem is good because I can connect to Legends with WinSPM and a Definity with Terranova. I tried setting the port speed to 2400 as well, didn't help either. Any suggestions? Something I neglected to do?

Remote administration is just very picky about the motherboard and modem. Even the CPU can change things. And don't forget that a windows update can easily break this app.
