Partner ACS 6.0 MOH and Voicemail issue

I have an issue where the MOH is always staticky or distorded, I have replaced the MOH source and the wiring to the port, checked volume settings and try to adjust with no success , sound is still bad ,any suggestions.
also a new issue that just started to happen on some messages when you try to retrieve them it sounds as is the person was speaking with their mounth right on the handset very loud and distorded, this is not all the time.
I have gone thru all the settings but nothing has changed,
I'm leaning towards replacing the ACA but would hate to spend the money and have the same results on the new one.
if anyone can shed any light i would appreciated

Have you tried replacing the processing unit? It may not be the MOH device but the ACS processor card that is causing the issue. If you can use a buttset or Test-set and connect your alligator clips to the RCA jack and if you get clear quality sound then the MOH device is good. My guess is that it's the processing card.
 
Are you testing the MOH with a cell phone or a landline (cell phones generally do not produce favorable results)? Also have you tries Feature 19 to test the volume/static?
 
There is a reset code for the Partner ACS that allows you to reset the system without losing programming. Sometimes it clears up weird things; worth a try. To try the reset code from ext 10 or 11 press the feature button, 0,0, left intercom, left intercom (at this point your display should say 'system programming' or something similar)- dial #728 and the enter button, which is either the third or fourth button down on the far right side of an 18D and the same button 1 row in from the right on a 34D - you will know you have the right button when the display goes blank. Unfortunately the distorted voicemails could be an indication that the hard drive on the voice mail is starting to go bad. I am thinking although both the problems are distortion they are not related.
