Partner ACS 509 R7 with a non system 2 line phone with issues 1

Partner ACS 509 R7 with a non system 2 line phone. System lost all programming due to power loss with low battery situation.
No backup card. Looked in backup and a file was there from 12 years ago when another entity had the system.
So I reprogrammed mostly from scratch.

Any how Ext. 23 has the non system 2 line RCA type phone. The 2 line phone has a private line going to line 1. It is the system's line 10. So I went into programming and put Line 10 onto the line 1 button. So on line 1 you can intercom back and forth from or to Ext.23.
If you dial 9 you get the line 10 outside dialtone.

Now, I put another line from the system on to line 2 button, but it was direct dial tone and would ring when outside callers called the auto attendant. Also there was no intercom path, it just went out directly on the system line 1 or 2 or 5 : whatever I assigned to it.

So after much re programming I think I have assigned line 5 to it, but it was still ringing when calls were answered by the AA. I set the Ext 23 ringers to be no ring but it was still ringing. Also before the power failure when selecting the RCA line 2 button, customer said they would have to dial 9 to get outside line. Now it is just straight outside line.
So I turned off the ringer for line 2 in the RCA menu to stop incoming calls from bothering that individual.

What anm I missing here? It would be nice if it was back how it was before. Both lines on RCA need to dial 9 to get outside.

Obviously the Line 2 button had another extension from the Partner, set to Intercom first. The physical wiring didn't undo itself in the power failure, so what was it connected to before?
 
Tommy, when I first looked at the programming for Ext.23 I believe only one light was lit.
It seemed that Exts.23 private line ( system line 10) was on their Line 1 button if they would have had an 18D.
I don't remember what else they had otherwise I would have duplicated it.
I think they may have had another line on a different button, but when I visualize in my mind my first look in central programming I just remember one light.
That is why I am reaching out to all of you who know more than I.

After re reading your posted response TTT, I can see where you are going with this, but I never changed any extension wiring. Also if the usual Partner ext is a 2 pair jack how could that be? Unless there are two line cords going to two different jacks, but if that was the case how could a phone with only 4 pins get more than 4 wires of data?
Unless there was custom wiring that configured the jack (s) as two analog type or single pair extensions????

If you plug a 2-line telephone into a jack wired for a Partner multiline telephone, "line 2" on the phone is connected to the data pair intended for a Partner multiline telephone. You will just hear a buzzing tone.

So, for a 2-line phone, it was set up as an RJ-14 jack, one "line" (or Partner extension Tip and Ring) on the Green/Red of the jack, and another "line" (or a different Partner extension's Tip and Ring) on the Black and Yellow of the jack.

So are you sure that you've got an OUTSIDE dial tone on "line 2" of the telephone? Go off hook, press flash, and if it's a Partner extension, you will get Intercom dial tone. If you get that, dial an extension with a display to find out which extension number the Line 2 button is. Then program that extension with any or all of the lines you want it to have access to, excluding line 10 which you're got programmed to appear on the Partner extension appearing on the Line 1 button. Once you have the lines assigned, set them to No Ring, and set the Automatic Line Select to Intercom, Line x, Line y, Line z, etc.

I have now determined that the RCA line 2 is in fact Ext. 24.
The current line2 coming up shows the BTN number, but as we know in this new fangled world that is not always correct.
I have not visited the site yet. I conducted those tests via an employee on site.
I will re visit and look for another line that may not be covered by VM and set auto line selection.
