Partner ACS 509 Issue

I have a partner ACS 509 that when I plug a 18 button phone into any of the ports-nothing happens. The light on the front of the card is Green. I have powered it down and then backup again, but nothing seems to change. Any thoughts as to what could be wrong. I think the card is dead, but not sure.
 
Have you tried a different phone and also made sure the line cord is a 4 conductor, not just a 2 conductor cord?
 
you could also take a 2 line toner and see if both lines light up with reversed polarity then at least the power portion is good, but using a know good phone helps like phoneguyjr said

I have tried two other phones with 2 different 4 conductor line cords. Still nothing. I tried the toner suggestion and I only get one light-the reversed polarity light.
 
that means that the unit is pooched, the partner phones need both pairs to work, you could probably plug in an analog phone and it would work but Partner sets are a no go without their power (second pair)
So your assumption was right the card is dead.
