Partner ACS 2 port Partner Messaging/light stays amber?

I have a new out of the box 5 slot carrier with ACS509 and partner messaging with 2 port license. I have the partner messaging in slot 5. When I turn on power the 509 card turns green and th messaging card turns green for a couple seconds. But then goes amber and stays amber. I cannot access voice mail. I have the pcmia card in slot 1 with the arrow facing up. It all appears to be installed O.K. Any thoughts??

Put it in slot 1 where it belongs. Program Ext 10 and 20 into hunt group 7, set the date and time, then restart the system.
