partially pay an invoice, hold back

In payables, we want to pay only part of an invoice. I'm sure this is done all the time. It has to do with builder's liens.

I am not a payables expert, so I would like to know, what is the best way to apply only 90% of the payment to the invoice (this will change the batch total), and then make sure the other 10% of the invoice doesn't get picked up on the next payables run. Is there a way to change the payment terms to say, six months down the road?

Is there a better way to hold back part of a payment?
