partial webpage, cannot download file to fix it

I need help with the problem: only partial webpage is displayed in IE and downloading the fix file does not work:
The long webpages are cut off in the middle and I often can see some parts of the HTML code insted of the webpage (for ex: the top of the page is a normal webpage but further down I see the HTML code that is cut off in the middle). When I refresh the page it is either cut off in a different spot or (very rarely) is displayed completely.
Microsoft confirmed this problem with IE 5(article Q226550) but they claim that I should not have this problem if the IE version number is later than 5.00.2614.3400. I have IE 5.00.2614.3500 (Windows 98) and I still have this problem. And the fix they offer for the earlier versions (downloading the file 3725.exe; article Q226550 ) did not work for my version: when I double-click on the file, the small window appears: "This update does not need to be installed on this system". I will highly appreciate if somebody can help me.


 
Thank you Jim! I tried to do this. The IE is not listed in the Add/Remove Programs so I tried to start IE repair tool from Run>open>
rundll32 setupwbv.dll,IE5Maintenance "C:\Program Files\Internet Explorer\Setup\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt"
I got the window 'Internet Explorer 5 and Internet Tools' that had three options ('Add a component'; 'Repair IE' and 'Uninstall IE') but only the first option is and can be checked. 'Repair IE' and 'Uninstall IE' are not active. Does this mean that I don't have Repair Tool?
Is there anything else I can try?

This is totally undocumented, but if your confident with your registry skills and you're running Win98SE and you want to restore or repair Internet Explorer and it doesn't appear in Add/Remove Programs or under the Tools Menu of System Information, then go to Start>Run, type regedit and navigate to:
HKEY_LOCAL_MACHINE\Software\Microsoft\IE Setup\Options
Right-click on Options and choose new>DWORD value, name it AllowUninstall, right-click on it, choose modify and give it a value of 1

Navigate to:
HKEY_LOCAL_MACHINE\Software\Microsoft\Active Setup
If there is a value named DisableRepair, highlight it, right-click, choose modify and change its value to 0. Go to View>Refresh, close regedit, then click on an empty area of the desktop and hit F5.
No go back to Run, and type in rundll32 setupwbv.dll,IE5Maintenance
