Is it possible to transfer a call to an outside number? If not, is there a way to conference a call and be able to drop without disconnecting the other parties?

Your VERY best bet is Centrex service from the local telco. Allows transfer and once complete, you have no lines tied up on your phone system.
You can also have a phone forwarded to an outside number - transfer to the phone an it will pick up another line and bridge incoming and outgoing calls together. Results are usually mediocre at best. Significant audio loss and two lines are in use for the duration of the call. Think Centrex...

Or you can get the transfer feature added to the regular copper line. You will need to program a "recall" button on the phone to emulate the switchhook transfer - Feature 03 I think -
