part of 1605 config won't hold after reload

i'm puzzled,1605-r won't hold secondary internal address
won't hold clock ,won't be telnetted ?..from WWW
i however can consol and telnet from the lan.
and will hold 2nd subnet and clock till i reload.after a wr
and copy run start of course.any ideas ?
i noticed message from bootstrap, and ios
was upgraded but old bootstrap still beeing used
could it be the problem ?
