parse and create xml through dtd

hi,
are there any programs (written in php) that can be automated to parse and create xml usign dtd that you recommend? I have a dtd and a xml file. I did a simple parse using php and entered the values in a database. now, i need to create a similar xml file and thought it would be easier to use dtd so any open source program recommendations?
