Parent and Child Site

I have Site A which I want to be the parent site to two other primary sites. I have gotten it to be the parent site to Site B but I cannot get it to be the parent for child C. If I expand SMSconsole on Site A(parent site), I can see everything for Site B and packages and advertisements are automatically replicated down to this site. I have configured addresses and senders on Site A and C and set Site A as the parent site. It still will not show in my console. What can I do to fix this or where should I start checking. They are all using the same accounts and I have reentered it a few times to make sure.
