parameters and cognos

I created a sql statement using oracle and it uses a parameter. For example select test from table where test = _begin

I want to use this sql in cognos but do not know how to pass a value to it using cognos. Is this supposed to be a filter and if so How do I send a value from Cognos filter to the parameter in the sql statement.

The prompt wizard allows for easy filtering when using a prompted parameter.
It's a simple process when adding a "Value prompt" for example.
