Parameter Setting for Duration of Off Hook Idle

Can anybody help me find the parameter for changing the time duration it takes to hit the first digit when taking a phone off hook. Mine seems a little fast, it is set for 10 sec right now.

Time before Off-hook Alert: 10

in system-parameters features ?
