Paradox as power user in XP question

Hello,
I need help trying to get paaradox to run (locally) as a power user in Windows XP. When I attempt to run paradox 9 or 10 (I tried them both), I get :

Network Initialization Failure.
DIR: C:FILE: C:\pdoxusers.net
Cannot Access Network Lock File,
Continue with network disabled?

When I choose yes, I get :
Could not initialize BDE:
Network Initialization Failure
DIR: C:FILE: C:\Pdoxusers.net


Run as admin it works fine with no errors,
any suggestions are appreciated.
 
You have to log in as an admin and give yourself rights to C:\, or you can open the BDEAdmin program and change the location of the net file to a place where you know you have permissions. If you plan to use Pdox concurrently with other users on the network, you must specify a common net file for everyone.

That's 'Full Access' rights. Giving yourself 'Admin' status as a user doesn't work.
