Can Any one tell me how good is the Distribution Expert supplied with Paradox 10 Runtime ??

No idea, but the one that shipped with Version 9 is excellent.

I am using windows NT and can not get past the first page of the Distribution Expert..... my computer hangs.... then eventually get... out of virtual memory error... and have to reboot my PC.
Any Comments ????

Sorry, I've never experienced that problem. Currently I'm using Windows ME on a Netware/NT hybrid network. I would probably try uninstalling and reinstalling the PDE. If that's not it I'm at a loss... but Windows is probably the suspect - just because :)
