Paperclip next to My Computer Icon

Does anyone know anything about this possible virus or attachment? I have a customer that has this small paperclip next to the My Computer Icon on his desktop. The thing that he notice most was that the computer dials up randomly when he doesn't want it to.
He has Nortons SystemWorks and has ran the anti-virus checker, nothing is detected.
Anyone having information on this, please let me know.
