Panel problem resizing

Hi
I have 7 panels in a scrollable panel on a form. I need to expand and collapse each of the 7 panels. In each of the 7 panels i have a textbox and 2 buttons. When i expand the panels the work fine until I scroll down and expand or collapse another panel. It starts the panels from where I am scrolled to instead of drawing them at the top of the scrollable panel.

Any ideas on how to fix this?
