PanasonicTDE 600- Incoming calls,after greeting message,dial the extension, but getting reorder tone

Dear All,

Good Day!!!

We setup one Panasonic TDE 600, Connect the 2- Trunk Line, Trunk line is form of we have one modem which can convert GSM to Co-Line, which input in our CO Card.
Outgoing call is going normally.

But we are unable to receive the Incoming calls, Incoming landing in PABX, Caller can hear the Greetings message, after when dial the extension, caller is getting re-order tone.
Its happening always, but sometime we can receive the calls also.But most of the times caller getting re-order tone.

If someone have some settings, please help me.
