Panasonic TES824 internation call block

Hi,

We have 24 port panasonic KX-TES824 PBX. I want to allow international calling for extensions and block others...How can i do this? Ii dont want all numbers with 1st digit 0 to be blocked, because in UAE local mobile and landline number starts with 04,06,05 like this.

Can somebody guide me in this?

Whta does that mean? I mean what should i look? Ii am trying to implement this actually so before applying for international line from telecom operator i want to know this
