Panasonic TDA50 PT programming problem

I just came across a TDA50 that needs only simple name changes on extension. Program 004 I believe.
So all I SHOULD need to do is go to extension 101, press PROGRAM *#1234 and go to Program 004.
But when I press PROGRAM, all it takes are the first 2 digits, which tells me I am in user programming and not system programming. Am I using the correct programming procedures?
I assume the extension is not allowed in programming for system admin.
I got the CD from the customer but the label shows TDA100/200. There is no programming software on the CD. I am hoping to just deal with the PT programming, mo' easy.
Any tips?

Try program ** and password that is admin programming which will allow 004 names it may not be allowed by system cos

Press Pause/Program button
Press *(star) #(pound)
Enter in security code
Enter program number (004 in your case)
Depending on which style phone you're using press the center of the 4 direction jog button or the autodial/store button
Enter up to 20 charaters
Press the center of the 4 direction jog button or the autodial/store button again
Press Hold/End button

It's not programmed in the COS to do Admin programming. I have to find the software for the system, it did not come on the CD.
