Panasonic NS - Restricting Incoming calls with SIP

Hello,
I am currently installing a NS700 system with 6 SIP trunks
I want to only allow 4 incoming calls at the one time so we have at least 2 for outgoing.
What is the best way of achieving this?
The SIP trunks will have several numbers attached and going to different destinations so I can't really do anything with a group.
I know how it could be done on an IPO but not with an NS,
Any ideas would be great
