Panasonic KXTE 824 delayed dialling

We have a problem with ringing out on a 824, it takes about ten seconds before ringing the number and happens on all extn's dialling out, i have been told it may have something to do with line timers, can anyone help?

Sure you do not have LCR/ARS Programmed.
This will hold the call for a certain amount of digits before it sends the call to line?
