Panasonic KX-UT113 SIP Phone NW_SETTING_ENABLE

In the provisioning config file I added NW_SETTING_ENABLE="N" to hide the network settings from the user on the telephone.
But the menu is still showing the network configuration option.

Anybody know of this problem or has another solution to shield those critical settings from the user ?

I know hardly something about Panasonic but i can read documents and in the manual i read that you set this parameter correctly but did you read the note with it? (page 201)
If not then the web settings take precedence above the provisioning settings.
