Panasonic kx-dt635 not working with our NS700 V8.3

We needed some new phones. The DT500 series was not available, so we got the DT635 phones.
When we plug them in, they are dead. They are brand new.
Do I need a software update to run these?
The system is running 8.3. The digital cards are running V3.000

Suggestions?

It should work on version 8.2 or above.

Please forgive me for asking the obvious. Are you using a 4 conductor line cord(Panasonic uses the outside conductors in the jack) and are you plugged into the to PBX jack on the phone? Have you plugged it in at a working jack location?

You will most likely need to update the firmware for your DLC card for them to work.

In a NS V8.3 DT6xx works on the DLC2 port (main board)
DLC8/16 V3 unsupported DT6xx phone
Upgrade DLC card to V8.0
