panasonic ipgw16 automatically reboot

hi guys
i install two tda 200 with 490 ipgw16 card and tie with cisco 2801 use h323(g.711) portocol all everything is ok when
i make intercom call between two tda and cisco but when i make public call(call to home&cellphone)tda use public line in cisco site than my ipgw card automatically reboot and all call make down i serch for error and i fund this error

It could be a class of service problem, have you allowed fwd to co for the trunk group of the gateway
and have you set the number of digits followed by the 9 or 0 for access to trunks on other system
