Panasonic 1232 initialise ISDN card

Hi How do I initialise a S2 6 port ISDN add on card so the system can see it. I have told the system it is there by using system programing command 109 and setting S2.
when I go to the CO button 9 or 10 to grab a line it tells me the co is not initialised. I have prviously set all CO's to connect.
 
you don't initialise the card, I have not seen that come up before, normaly not says co not assigned. nornaly means the line is not connected or system co p-p or p-mp is not setup

after setting up system try to power recycle the system. and check co settings
