How do you change files to jpeg on Paint shop Pro?

File/Save as and change the Save as type to JPEG - JFIF Compliant.

If you want to be able to fiddl;e with compression and colors etc.. you can go to
File-> Import/Export, as JPEG. and save it.

Thanks for all the great help! One more question that I have is what are all the steps to making a perfect picture online? Like what all do I need to do to make it the right size for fast viewing, making the picture look good, etc.?

There isn't really a recipe to making a picture work on a website. But basically you wan't to keep it as close to the original in terms of appearance as possible but reduce it size as much as you can. You do this by reducing the number of colors, by increasing compression, By changing the types of pallettes used withing the image etc.. The Import Export feature in PainShop allows you to tinker with these settings. Play Around with it until you get something you like.
