Hi,
When I use the paint bucket is doesn't fill exactly what is set as Foreground colour.
Example:
New File: White Background
ForeGround Colour: 100% Magenta, 100% Yellow
Fill Area with Paint Bucket
Use EyeDropper Tool
Shows: 6% Cyan, 98% Magenta, 97% Yellow, 1% Black

The above is in RGB.

When CMYK works a bit better until you save and reopen. Then 1% Cyan has crept in.

This happens mainly on Jpgs, tifs hold a bit better.

Any Thoughts?

I think I have sussed the first bit. When working in RGB and setting CMYK colours in fills with RGB settings which are slightly different.

BUT the second part must be a bug:

Save a CMYK Jpeg that is filled with 100% Magenta, 100% Yellow. Close and reopen and 1% Cyan has crept in. This is in Version 8.0 BTW.

Is this similar to early versions of 7 when 1% Magenta would creep into white areas after saving jpegs?

When yu save as jpeg, you are losing quality, even if you save at highest quality jpeg. To maintain proper info in a PSD file, you should savge as PSD and work form that, Use Save As and export it when ready.

Color fidelity will also be somewhat effected by resolution. A 72 dpi will not have the color fidelity of a 600 dpi. If you save a72 dpi jpeg for web, you will not be able to get an absolute color sample when you open it.

The most color faithful swatch library included with PS is the Pantone solid to process library.
 
To echo jmgalvin, you should never save as jpeg unless that is the final save before going to the web. PSD or TIF will preserve everything.
