Is there a way in the 3300 with rel 9.0 to have a scheduled page different times of the day. An example would be 5 minutes before a shift change have the 3300 page with a tone, or even a recorded message.

Not in the PBX. You can schedule database events etc. in OpsMGR, but nothing like you're wanting. This sounds like an application well-suited for a PC to autodial a specific page group on a schedule and play a .wav file. This in fact should be very easy to do and could even happen at very precise times, since the PC can be time-synched with NBS, etc.
