No. You can't voice announce a Norstar phone if it is in use.

If paging is critical you could 1. put in another tetlephone in the same area (a 7100 for example) to only be used as a paging speaker. 2. put in an overhead paging speaker setup off of the ext speaker pair of the ICS.
