paging through 1408 sets 1

We have a system installed with a page group setup to page through the speakers of all their 1408 sets. While the page is being done users are turning the volume down using the volume button. This reduces the volume of the page. When another page comes through the volume is reset to the loud setting.

I have checked to make sure the reset volume is not checked under extensions.

Any ideas as to why?

have them hit the speaker button while their phone is idle, then turn down the volume, then hit the speaker button again to hang up. If I'm not mistaken, the phone has to be in an idle state to save those sort of settings, meaning if you change them during a call, it only changes it for that call.
