Paging system

Hello,

We have three phones that connect to our overhead paging system. We also have three sections of the building(s). Two of the phones can page just fine.The phone at the main desk is a 3903 and when they try to dial the overhead system with 81,82 0r 83 there is a busy signal. Now we checked the TGAR and all phones match. Anyone have any other ideas of what needs to be done?

Make the CLS UNR, it is probably CTD right now.
