Adding more memory (HW) is not an option. What would be the best option to resolve this issue?

Maybe adding paging space to disks outside rootvg! I guess you might be having a disk bottlenick or so! Have you checked the disk performance? iostat will help you do that!

By the end of the day, if your paging space is being utilized more often then you have to consider adding more memory or maybe tuning the application that reside on the box to use less memeory (in the range of your allocated memory for the box).
