What device could I plug into a power receptacle that would have its own power source (battery), be connected to my network and in the event of a power outage (and return of power) send those event messages to my mail server to notify certain MIS personnel who have pagers and mobile telephones that can be paged.

You could use a Smart-UPS with one of the APC's Expansion cards, the AP9617 connects into the Network and can send emails on power events, the AP9618 UPS Network Management cards also have an embedded modem and can be used to provide out of band notifications in case the network is unavailable.
