Paging group or simultaneous busy on x10 only?

We have a wierd one here. x11, 12 ect.. can use simultaneous page just fine. When x10 tries we get a busy signal. x10 CAN access I70 loudspeaker just fine, but I*71 or I*70 we get a busy. No restrictions, did a "settings copy", reset phone, reset system still no luck.
Catalyst is stumped too. Any body have any ideas?

What happens if you create group 2 with all extensions included, then try *72. still busy?
