Paging from telephone not working!

I had a thread open earlier trying to set up the paging system. It worked when the Avaya VOIP Office 500 was originally set up, and now it seems not to work. I set the short code #7001 with feature settings (Dial Phy Ext by number). But when I dial the short code I'm still getting a bsy signal.

Question is where else in the configuration manager where else would I need to look at and verify my settings. How do you stop the bsy signal when dialing the #?

the feature should be dial paging for analog extension ports

line ID doesn't matter

also make sure that the paging equipment is connected before you boot up as maybe the system doesn't acknowledge the page port as such.
