Paging for emergency drills

One of our offices has been doing practice emergency evacuation drills. They use both the external paging system and the page all phones feature. Inevitably there are people on the phone at the time of the announcement and they end up "casualties". Is there a way on the Norstar MICS to allow the internal paging to interrupt calls? I have tried setting up a phone with call interrupt, that worked when dialing the extension, but didn't work when paging. It may be that the "casualties" just need some additional training so they know what the notification tone is when paging phones.

Paging will just page phones not in use.

Sounds like the site does not have an adequate means of alerting such as a siren or annoying tones etc and/or it is not loud enough or not enough speakers.
