Pages hanging on refresh and footer does not load

I am running

Debian GNU/Linux PHP/4.1.2 and MySQL 3.23.49

when i was on shared hosting my site ran ok I have now move tho virtual dynamic server and no my site sometimes hangs on a refresh and the footer sometimes does not load at the botom of the page

can anyone sudjest what my be wrong as I am stumped
