Pages are opening in new windows

I have been having problems with Front Page 98 the past couple of days. My website is set up in frames and was created in Front Page, and when I click on the navigation buttons in the navigation frame, it opens the pages in new windows instead of in the target for the navigation frame. I never had problems with this before, and it seems almost like I accidently checked some setting and didn't realize it. Just to test things out, I took a copy of a site that I knew worked, opened it in IE and everything worked. I then opened it in Front Page, saved it, and then re-opened it in IE. When I clicked on the navigation buttons, once again, the pages were opened in new windows. Is there something that I may "checked" in Front Page that is causing this? Thanks for the help.
 
I ran into this problem when I did a frames page. If the link is the frame, then you need to select the content page. However, if the link is on the content page, you need to select the overall page including the frames and the content page.

Just make sure the hyperlinks target frame is named the same thing as the actual target frame.
Like if your frames name is "stuff", then the hyperlinks target needs to be "stuff"
You can name them anything you want, as long as they are the same.
Somehow, your target frames name got changed.
