PageRank -> Popularity Links

I've come across this site

Which seems to indicate the PageRank/Popularity Links are not that important anymore.

This article is pretty old! , but some here seems to indicate it's the most important thing to SEO getting quality linkbacks.

How acurate is this article, is PageRank not very important anymore? or has google changed its algorithms again since this article was written back to PR priority?

The Toolbar PageRank value has NEVER been important at all.
