The PagePal is just an interface, to go from a Trunk port on the Legend (although you could also use a single line station port instead) and connect to the input of an amplifier.
You could also use Valcom self-amplified speakers, but technically there is still an amplifier in each speaker.
I don't know about the PagePal 6, but I had a PagePac 6 many years ago and it had a built-in amplifier for paging and background music. It was not very powerful, and you had to get speakers in the right ohm range. I had one in a 7,000 sq.ft. office attached to a Merlin 1030 - and it powered 6 or 7 ceiling paging speakers with no problem.
TTT is correct - the PagePal is just an interface - a pretty fancy one - but it still needs an outside amplifier. The PagePac 6 - a much simpler device of similar size has a built-in amp with enough juice to power up to a max of 24 speakers - little ones - of course!
