Well, as the author of the afore mentioned Sandrila Visio Super Utilities maybe I can help you with this.
The Utilities create their menu within Visio in a proper manner, unlike many other Visio addons. Even the examples given by Microsoft are incorrect in that they assume that what you are writing will be the only add-on! Wrongo!
So, maybe by installing the Utilities you are preventing another addon from working correctly, this addon being what is hiding your page tabs.
Anyway, if the Utilities is doing a job for you like this then just keep it installed, you don't need to do anything else, you don't need to pay for it if you don't actually use it. We don't write software like that.
