Page Sizing a report

I want to take the standard Oracle Purchase Order and customize the size so that it prints on preprinted stock with about 3 inches of instructions on the bottom of 8.5 x 11 paper. No matter what I do I cannot get the report to limit its vertical lines to 8 inches. I have multiple lines and some of the lines have individual notes attached. The output varies greatly from purchase order to purchase order.

Can someone suggest a solution.
