Page Numbering Dialog Box

I have a relatively simple Oracle report with a header section "summary" page which I need to be page 1 of xx thru the main section. When the page numbering dialog box comes up it has the header section checked but it's grayed out. The main section looks correct starting with 2 of xx, but the header page is not numbered. How do I get the header page to show 1 of xx?
