page file error

When I log in, I get a page file error with instructions to increase the virtual memory size. I go to increase the size and it temporarily changes the size from 20mb to 276mb. Then when I restart, it returns to 20mb and I get the error message again. When I changed the file size, I was logged on as the local administrator. What should I do?
