Page Breaks wrong after converting .doc to .pdf

I have a word97 document that is 135 pgs long, in word the page breaks are in the correct location.

However after converting them to a pdf document using distiller the page breaks are in the wrong place.

Does anyone know why the page breaks are moving ? How do I prevent this from happening ?
