Page Break In Subreports: Crystal 8.5

I have a report consisting of 4 detail areas housing 4 subreports. I used the suppress if blank and keep together checkboxes in the format section. Doing this seems not to work. One page will have a lot of blank space before the next subreport print (wont suppress). In other cases, I have header information starting on one page and data being shown on another page. Is there additional things that must be done to format page breaks when using subreports?

This doesn't completely remove the space but it significantly reduces the white space between subreports

First, each of my subreports are in separate sections (mine were in detail sections. Then from the main report I simply reduce both the height of the subreport report and the section it resides to as small as possible.
